(1) Organizations that ensure the effective operation of the system. The organizational structure includes the decision-making level, management level, and executive level. These three layers are indispensable. An established quality policy needs to be implemented through the organizational structure, that is, the quality work is implemented in specific tasks. We found that the organizational structure is very sound, but when the system is running, the contradiction between the decision-making level, the management, and the executive layer has caused the implementation of the work to meet a lot of obstacles. The most obvious is that the system is not implemented. At the beginning of certification, companies can operate in accordance with advanced management standards. Operators directly influence the quality of a company's products. It is necessary to constantly modify and improve the system during operation so that the entire system will always be dynamically adjusted and improved under conditions that remain relatively stable.

According to the requirements of the "Product Quality Law", carton enterprises that do not have testing equipment should solve the problem of factory inspection of good products, so that qualified products can be delivered.
Fifth, the certification body should strengthen the inspection of the operation of the carton enterprises after the certification, and urge the enterprises to do a good job of the various procedures. Carton enterprises should also seriously deal with the feedback from various business units, check the deficiencies in the operation of the system, and improve their own quality system.
Article 14 of the "Quality Law" states that the country implements a quality system certification system in accordance with internationally accepted quality management standards.
