Applying for product quality system certification is undoubtedly an effective measure for companies to improve product quality and remain invincible in market competition.
The definition of a quality system is the organizational structure, procedures, processes, and resources needed to implement quality management. Quality system certification is to standardize the above elements through certification so that they can be effectively run, thereby achieving the purpose of stabilizing quality and improving quality. Nowadays, corrugated cartons have applied for more quality system certifications, but the vast majority of carton manufacturers' quality system certifications are not driven by managers, but are promoted by beneficiaries. The managers of cartons are in a passive state. They lack awareness and positive spirit to do a good job of quality management and establish an internal quality management system. They have to seek certification for the needs of business units. In this situation, companies that have undergone quality system certification will inevitably face problems when they run quality systems. The author discusses several issues regarding the problems existing in carton certification companies.
(1) Organizations that ensure the effective operation of the system. The organizational structure includes the decision-making level, management level, and executive level. These three layers are indispensable. An established quality policy needs to be implemented through the organizational structure, that is, the quality work is implemented in specific tasks. We found that the organizational structure is very sound, but when the system is running, the contradiction between the decision-making level, the management, and the executive layer has caused the implementation of the work to meet a lot of obstacles. The most obvious is that the system is not implemented. At the beginning of certification, companies can operate in accordance with advanced management standards. Once they are certified, they can ignore the effectiveness of the system. This is a common phenomenon in the carton industry.
(2) Duties of each post or individual of the company in the operation of the quality system. This is an operator who is involved in the entire process of product quality formation. Operators directly influence the quality of a company's products. Many carton companies have the slogan “Enterprise is my home, development depends on everyone”, but it is often disappointing to actually do it. In the corrugated paper box industry, there are two kinds of situations for the operators: one is that the quality of the business is not high enough, the standard is not known, the production process is not understood, and the necessary training is not available; the other is due to the current status of the company at the current stage. Decision-makers are often nepotism, restricting the enthusiasm of some people and making them unable to perform their duties. In particular, some start-up companies have not yet managed to break away from the patriarchal system. Parents often say that they have the final say, which limits the enthusiasm and creativity of the operators and the lack of necessary sense of responsibility of the operators.
(3) Quality procedures and technical procedures including quality plans. The plans and procedures mentioned here are software for enterprise quality management and need to be implemented with a sound system. The current problem is that when many carton enterprises are required to carry out quality system certification due to the needs of the situation, their own reasons also lead to the successful adoption of certification. They always entrust certification bodies to help develop quality procedures and technical procedures, and some even quality. The plan was also replaced by a certification body. Because the certification body does not know the environment, current situation, features, and processes of the company, the procedures developed are not very specific to the company, resulting in the rebelliousness and incompatibility of future companies in implementing quality procedures and technical procedures. (4) Quality management and quality assurance of products from the input of raw materials to the output of finished products. This article refers to the hardware guarantee in the production process. Today's companies have fully realized the importance of advanced production equipment for product quality, so they are willing to invest in the production of high-tech production equipment. Corrugated boxes manufacturers now also realize that good production equipment can produce good quality cartons. Can only accept good business. However, few testing equipments are purchased, the quality inspection work of the company is weak, and the lack of inspection of raw materials and inspection of the products makes it difficult to identify the causes when problems occur. This is mainly because the decision-makers of the company consider that the addition of testing equipment cannot be a business. Bring economic benefits. The author once saw that a carton company signed a carton inspection agreement in order to meet the quality system certification and testing agency. After passing the certification, neither the sample nor the agreement was renewed, and finally it was lost.
(5) Resources such as materials and manpower to ensure the operation of the quality system. With the normal operation of the system, the necessary funds and manpower are indispensable. Once the enterprise's decision makers pass the certification, they often release this matter. Before and after the system certification, the purchase of some necessary equipment and the personnel are not resolved.
Establishing a quality assurance system will help strengthen internal quality management, achieve corporate quality goals, and improve the company's quality assurance capabilities. Through the quality system certification, the outside world is an effective quality guarantee, which helps improve the company's reputation in the market and enhance its competitiveness. To solve the problem that the post-certification system cannot operate effectively, it can be considered from the following aspects:
First, policymakers should recognize the benefits of running quality systems for themselves. The author once listened to a director and said: Due to the effective implementation of the quality system, the loss of waste products is reduced by more than 300,000 yuan each year. This fully shows that running a quality system will greatly improve quality, reduce losses, and increase profits. Policy makers should be passive in order to take the initiative and use various systems and norms to strictly implement the procedures and ensure the smooth operation of the system on human and material resources. The quality system is dynamic, rather than once and for all. It is necessary to constantly modify and improve the system during operation so that the entire system will always be dynamically adjusted and improved under conditions that remain relatively stable.
Second, policy makers should emancipate the mind, update concepts, and eliminate the disadvantages of the company because of paternalistic management. In the initial stage of enterprise development, decision-makers in order to obtain the right to survival, make the accumulation of the enterprise to a certain extent, so that the enterprise has achieved development, which makes policymakers complacent to the inherent management model, hinder the renewal of the concept of decision makers and hinder the The development of the enterprise. Third, it is necessary to strengthen the training of operating personnel and improve the quality and operational enthusiasm of the operators. We must decompose the various procedures in the quality system into specific operators so that they operate in strict accordance with the norms.
Fourth, we must eliminate all kinds of false records made to cope with inspections. Due to the decision makers or the false record made by the operator for the sake of convenience, the product quality has left a hidden danger. According to the requirements of the "Product Quality Law", carton enterprises that do not have testing equipment should solve the problem of factory inspection of good products, so that qualified products can be delivered.
Fifth, the certification body should strengthen the inspection of the operation of the carton enterprises after the certification, and urge the enterprises to do a good job of the various procedures. Carton enterprises should also seriously deal with the feedback from various business units, check the deficiencies in the operation of the system, and improve their own quality system.
Article 14 of the "Quality Law" states that the country implements a quality system certification system in accordance with internationally accepted quality management standards. Carton enterprises should actively implement the quality system certification according to their own actual conditions, and strictly operate the system so that the quality of the company's products can be upgraded to a higher grade in China's packaging quality.
