4. Appropriately build a packaging eco-industrial park

The main feature of the circular economy is to convert the wastes in the production process into useful resources, minimize the generation and discharge of wastes, enable the recycling of resources, and recycle the waste resources. However, some of the wastes in the production process are not suitable for on-site treatment. In this case, cross-enterprise and cross-industry cooperation can be organized so that the waste of one company can become the raw material of another company. This kind of industrial park formed by the ecological chain and closed loop between enterprises is called an eco-industrial park. Eco-industrial parks have become the direction of industrial parks in many countries in Europe and America, and they are also the main development form of third-generation industrial parks in China.

In the packaging industry, symbiotic complementing systems include “pulp-paper-making box”, “oil (natural gas)-plastic-plastic packaging products”, and “sugar cane-sugar-sugar bagasse papermaking”. In the future, the construction of packaging industrial parks should be based on the circular economy model to improve the "threshold" of people's gardens, encourage "enterprises to mix", and build a packaging eco-industrial park where waste can be fully exchanged and resource-recycled.

5. Promote green consumption and promote the development of circular economy

Green consumption is the locomotive driving the circular economy. Through the publicity and education of green consumption, the public should be guided to actively participate in green consumption activities, so that the circular economy will be deeply rooted in the hearts of the people. Government procurement should give priority to the purchase of products that have passed the environmental certification and have the environmental label; or the priority purchases have passed the IS014001 certification and implement the products of the cleaner production enterprises. At the same time, through green consumption, the public is guided to actively participate in the recycling of packaging waste, and in the entire society, the closed circuit of “resource-product-recycling resources” is completed.

To promote the development of circular economy throughout the country, it is of decisive significance to take measures from the national level. First, national legislation, such as the "Restriction of Packaging Waste Disposal Law," "Circular Economy Promotion Law," "Promotion of Effective Utilization of Resources Law," " Green Purchasing Law, etc. Second, a set of green national economic accounting system is established from the state to the enterprise, and the current gross domestic product GDP is replaced by the green gross domestic product EDP.

The packaging industry needs to formulate an evaluation index system to evaluate the effectiveness of the circular economy.

The way to implement circular economy is the same as clean production. There are mainly two aspects of production process and product. Both of these aspects should meet the connotation requirements of the circular economy. The intension of the intension can be expressed as:

Examining the scope of the above requirements is theoretically the whole process of the product life cycle. However, for packaging companies, the raw materials are purchased from external factories. Therefore, the packaging company implements circular economy, and the whole process of its product life cycle can only examine the production process. , use process and post-disposal three stages.
